Cities in Mali find themselves cornered. Population growth, and the rapid and often uncontrolled urbanization have led to the creation of true "cesspools", where it becomes almost impossible to implement a sanitation project. If access to clean water sometimes requires few resources in Bamako, public sanitation requires large investments that the government, alone, can not do.
Even if the skills are present, political will is essential. An appropriate legislative framework and the development of unbiased quality contracts with public and private companies is necessary. The Management of Water and Sanitation should be organized by the public authorities, and they must enact rules and common goals.
The private sector can provide expertise and or investment, but this will only be possible in a clear and stable legal framework. For those who still doubt the benefits of sanitation, the fact is that, for every dollar $1.00 (about 500F CFA) invested, $4.00 (about 2000F CFA) are returned through job creation, improved availability of wages and lower health expenses, because 80% of diseases related to an insalubrious environment are preventable.
